Applicazione di una metodologia per lo sviluppo sostenibile al PTGP della provincia di Roma

Abstract

Il lavoro è esemplificativo di una metodologia di tipo sistemico-qualitativo, fondata sul principio di sostenibilità, applicata alla realizzazione del Piano Territoriale Generale (PTGP) della Provincia di Roma. Tale metodologia si propone di misurare in via preliminare, ossia prima dell’azione progettuale, la compatibilità ambientale cioè la sensibilità del territorio nelle sue componenti naturali ed antropizzate, per ottenere la misura dell’ammissibilità (sostenibilità) del modello istituzionale di governo del territorio. L’approccio sistemico concepisce il territorio come una realtà dinamica che è possibile scomporre in subsistemi tra loro collegati. L’analisi e lo studio dei meccanismi di relazione tra i subsistemi e l’ambiente esterno, che ne modifica il comportamento e l’organizzazione, è uno dei punti di forza di tale approccio. Nel lavoro in oggetto si prende in esame una delle componenti in cui il territorio è articolato, quella del sottosistema dell’uso agricolo. Di questo viene valutata la vulnerabilità e la sensibilità (criticità) delle aree agricole comprese nel territorio in esame.

 

This work is illustrative of a systemic and qualitative type of methodology, based on the principle of sustainability and applied to the realisation of the General Territorial Plan of the Province of Rome. The aforementioned methodology aims at measuring the compatibility of the environment, i.e. the sensitivity of the territory examined in both its components, be they natural or determined by the intervention of man. Applied preliminarily to the project itself, it allows us to measure the sustainability of the institutional model of management in relation to the territory itself. The systemic approach conceives the territory as a dynamic reality that can be broken down into a series of sub-systems variously connected to each other. The study and analysis of the mechanisms by which these sub-systems are related with the external environment, that modifies their behaviour and organisation, is one of the strong points of this type of approach. In the present work one of the components in which the territory is articulated, the sub-system of agricultural use, has been considered. The vulnerability and the sensitivity of the farming areas included in the territory examined have been evaluated.
